Newsom Presents More Ambitious Climate Proposals to Legislature
The proposals reflect those outlined in Newsom’s July letter to CARB in which he outlined more ambitious climate targets for the state.
Governor Gavin Newsom presented the state legislature with a set of proposals to address climate change. These climate proposals include:
Codifying carbon neutrality goal: Establish a clear and legally binding goal for California to achieve statewide carbon neutrality as soon as possible, and no later than 2045.
More aggressive 2030 climate goals: Adopt a 2030 greenhouse gas emissions reduction target of 55% below 1990 levels, up from the current target of 40%.
Impose an oil setback distance: Establish a setback distance of 3,200 feet between any new oil well and homes, schools, or parks. Also, ensure comprehensive pollution controls within 3,200 feet of existing oil facilities.
Enhance clean energy targets: Create clean electricity targets of 90% by 2035 and 95% by 2040 as part of advancing toward the goal of 100% clean electricity retail sales by 2045.
Advance carbon removal technologies: Establish a clear regulatory framework for carbon removal and carbon capture, utilization and sequestration. Develop an achievable carbon removal target for natural and working lands.
